Inside & Outside Plant Telecommunications Support

This Service provides lifecycle installation, sustainment, maintenance, and restoration of installation-owned telecommunications infrastructure systems to ensure reliable, compliant, and mission-ready physical connectivity. The Service encompasses Inside Plant (ISP) and Outside Plant (OSP) infrastructure, including structured copper cabling, fiber optic cabling, conduit and duct systems, and associated antenna and distribution systems.

Execution includes planning, installation, modification, moves/adds/changes (MACs), preventive and corrective maintenance, outage response, reconstitution, and removal of obsolete or damaged infrastructure. The Service supports both steady-state sustainment and project-driven infrastructure work while maintaining strict adherence to installation standards, safety requirements, and regulatory compliance.

Work is performed by qualified technicians using approved tools, test equipment, priorities, and access authorizations. Activities include fault isolation, repair, certification testing, documentation control, and configuration management of as-built records. The Service also incorporates coordination with civil engineering, base utilities, and permitting authorities to protect underground and aerial telecommunications infrastructure during excavation, construction, and facility modification activities.

This Service is intentionally limited to physical (Layer 1) telecommunications infrastructure and does not include logical network operations, network architecture and security engineering, or cybersecurity authorization activities.
