Fair opportunity

SEWP VI is a multiple-award GWAC. FAR 16.505(b)(1) gives every contract holder in a category a fair opportunity to be considered for each order over the micro-purchase threshold, and the ordering Contracting Officer decides how that opportunity is provided and documents the rationale for placement and price. The SEWP Quote Request Tool is the SEWP Program Office's recommended way to run that competition, because it automatically includes the contract holders in the selected group.

Ordering activities should run fair opportunity through the SEWP Quote Request Tool at sewp.nasa.gov. Exceptions under FAR 16.505(b)(2) are documented by the ordering Contracting Officer.

A.1.13 Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

How to obtain a quote

NTI responds to Requests for Quote and Requests for Information for mission-based ITC/AV services issued under SEWP VI Category C.

  1. Issue the RFQ or RFI through the SEWP Quote Request Tool at sewp.nasa.gov and select Category C, Group C1. The tool routes it to NTI and records the fair-opportunity competition for your file.
  2. Alternatively, email the sales contact below with your statement of work or performance work statement, period and place of performance, anticipated order type, and the date you need the quote.
  3. NTI returns a quote on NTI letterhead that states its validity period, the SEWP contract number, the 0.34% SEWP fee, and the labor categories or CLINs proposed. NTI honors any order placed within the stated validity period.
  4. If your requirement is not yet on NTI's contract, NTI tells you so in the quote and submits a technology-refreshment request before offering it, as the contract requires.

Installation, warranty and support policy

Category C orders are for services, so delivery means performance against the order's statement of work rather than shipment of a product.

  1. Installation and transition: each order's SOW or PWS defines the transition-in schedule, deliverables and acceptance criteria. NTI assigns a program manager for every order and confirms the transition plan at kickoff.
  2. Basic warranty: deliverables that do not meet the order's acceptance criteria are corrected at no additional cost within the period the order specifies, or within 30 days of rejection when the order is silent.
  3. Extended warranty, technical support and software support: when an order includes products or licensed software incidental to the services, the manufacturer's warranty and support terms flow through unchanged and NTI coordinates the claim. Extended support beyond the order's period of performance is priced as a separate CLIN on request.
  4. Other post-delivery issues: invoicing, acceptance and reporting questions go to the technical support contact below, who owns the issue until it is closed.

How to troubleshoot a problematic order

Most order problems are routing or scope questions and are resolved the same business day.

  1. Contact the SEWP Program Manager below with the order number, the issuing agency, and what is wrong. The Program Manager is NTI's single point of contact with the SEWP Program Office and is responsible for every order under the contract.
  2. If the Program Manager is unavailable, the Deputy Program Manager has the same authority and the same visibility of the order.
  3. For orders that have not reached NTI, or questions about how SEWP routes and tracks delivery orders, the SEWP Program Office help desk can confirm the order's status on the SEWP side.
  4. Unresolved issues are escalated by the Program Manager to NTI's Chief Business Operations Officer, and NTI reports the outcome back to the ordering Contracting Officer.
